Annotation. The issues of creation, use an training of MathSoft in Georgia is considered. The first part is devoted to study the problems against the development of this direction. In our opinion, the most important of them is the fact that the in educational institutions the Unix / Linux environment is almost ignored. The most powerful and popular scientific libraries are concentrated in Linux. Studing algorithms and their behavior represents the first step in process of new soft design. The second part is devoted to a general overview of some popular libraries that have a ambition on the best soft in the sphere of optimization. They include KNITRO, ALGLIB, LIBLFGS, AMPL.
